防手機詐騙 小額付費改雙向認證

由於「即時通」和App風行，使得利用智慧型手機小額付費的詐騙案件也激增，NCC日前要求電信業者修改小額付費機制，初步決定改採用「雙向回傳機制」，必須由手機用戶回傳簡訊，確認是本人後才會完成付費程序，預計明年第一季上路。（閻大富報導）

網路「即時通」軟體和App盛行，但也成為不少歹徒的詐騙工具。NCC日前要求電信業者修改小額付費機制，採「雙向認證」，用戶收到認證簡訊後，必須再回傳給電信公司，確認是本人購買才能交易，以提高安全門檻。NCC主委石世豪說：『要建立在APP廠商跟電信廠商之間、電信廠商跟消費者之間，這兩個環節要強化，不能單只強化說消費者在點選App時要小心，我們在八月發現這個問題，就已經邀集電信業者檢討。』

電信業者表示，最快明年第一季就可以完成雙向簡訊回傳機制，消費者目前則可透過客服電話，要求電信業者關閉小額付費功能，如果已下載程式，要將手機恢復成原廠設定，才可移除。

提醒用戶，不要隨意點選來路不明的連結，收到帳單時如果有異常消費款項，務必報警處理。（圖：App盛行也成為詐騙工具）
