【短片】教養院涉虐生　縣府：無權撤換院長

【方翊倩／綜合報導】親民啟能教養院院長周本錡凌虐院生犯眾怒，衛生福利部部長邱文達要求周本錡停職，苗栗縣政府指出，親民教養院屬私立的財團法人機構，縣政府無權解散教養院或是將院長停職。

縣府勞社處長陳錦俊今強調，「縣政府無權決定院長周本錡的去留，已向衛生福利部部長邱文達報告。」陳錦俊表示，要求院方在今天下班前提出調查報告，若是調查結果有虐待之實，將依違反身心障礙者權益保障法，處以新台幣6-30萬元罰鍰，並令限期改善。

為保障院生權益，陳表示會持續派員了解院生作息是否正常，也提醒院方別因此事牽怒院生。
