2013APCE年會在印尼峇里島舉行，兩岸進行了蕭習會，習近平宣示堅持一個中國框架，更首次提到兩岸政治分歧不能一代一代傳下去。是否把兩岸問題提上時間表？
從毛澤東晚期開始，對解放台灣轉為和平統一台灣，認清國際現實而無時間表；鄧小平改革開放之後，對和平統一台灣也沒有時間表；江澤民接任之後，權力薄弱，一切鄧規江隨包含兩岸政策，數度提到統一沒有時間表；胡錦濤繼任之後，著重經濟發展，對統一更具有耐心，沒有固定時間表；唯江澤民卸任之後提到統一當然有時間表。脈絡清楚中共對台政策，已經由經入政。
陸委會王郁琦主委以出席APCE會議為由，在蕭習會中並已張志軍首度會面，直稱官銜，被媒體大幅報導是一大突破，更被視為2014北京APCE會議中的馬習會鋪路。
馬總統曾說：台灣內部共識不足，不急著處理兩岸政治問題(2011/09/26)，但馬總統民意支持度屢屢破新低，陷入泥沼無法自拔，急需透過馬總統一直引以為傲兩岸政策中的對手中國拉一把，自顧不暇之際，已經不在乎台灣內部共識不足的問題。而中共在等待一個時間點切入由經轉政，正巧馬英九親自送上，加上2014 APCE年會在北京舉行，對中共而言真是天賜良機。
弔詭的是，中共在馬上任以來，頻頻以政策支持，盼拉抬馬的行情有利兩岸政治談判，但卻在馬英九民意最低迷時，加上為2014年底的七合一地方選舉拉抬選情，反而主動有求於中國，促成馬習會。
馬習會不是為會面而會面，而是馬習會是否簽署馬習公報？公報內容為何？或馬習會對外發表任何共識？共識為何？才是馬習會的重中之重，這次蕭習會已為馬習會拉弓了，就沒有回頭箭。
