【潘岳／宜蘭報導】宜蘭2013「不老節」系列活動重頭戲「楚漢相爭賽人棋」，明後兩天在宜蘭運動公園體育館登場，這項以「戰天online」為名，由蘭 陽戲劇團、名導劉光桐精心策劃，動員近百真人實演「人棋」大賽，除以本土歌仔戲結合象棋藝術外，還融入北管、武術等。今天上午進行彩排時，「以人為棋」活 靈活現於大棋盤上浩大場面，十分壯觀，一個半小時的人棋藝術演出，更是震撼人心，精彩絕倫。

【施旖婕／綜合外電報導】上廁所是正常生理需要，但中國深圳一間工廠，竟然要求員工如廁要排隊，而且每次只能去一人，半個月申請10次，只有2次能夠排上。有員工因一次尿急插隊，被扣了60元人民幣(約新台幣288元)工資。

這名「尿急」的張先生說，他今年9月初進入工廠就職，成為組裝生產線上工人。他入廠後才發現，按照工廠規定，上班時間上廁所，要向生產線拉長申請，然後才能排隊。扣除午飯時間，張先生每天上班8小時，中間無休息時間，要上廁所必須申請。但上廁所還有名額限制，他們生產線上40多個人，最多只有24個人能輪得上。

張男說，他上月底一次尿急，遲遲排不上號，只好插隊上廁所，沒想到事後因「未拿離崗證離崗」被扣了60元人民幣。

【林修卉╱台北報導】民進黨倒閣案失敗，行政院長江宜樺今天終於在11時50分上台進行施政報告。對於特偵組掀起的監聽風暴，江宜樺表示，通訊監察的執行，涉及行政院及司法院，因此將朝建立兩院合作平台的方式，從法律面與執行面等角度，全面檢討現行監聽制度。

立法院9月17日開議，行政院在開議日就把施政報告的口頭報告書面文字送到立法院，但江宜樺接連6次無法上台，口頭報告的書面文字也不斷送新版本，今日最新的報告，新增監聽制度檢討，以及10月電價調整，行政院未來將推動電業自由化，改革台電。

江宜樺指出，近日社會各界對最高法院檢察署特別偵查組執行通訊監察情況提出很多意見，事實上馬總統一再要求執法機關杜絕非法監聽，若違法一定依法究辦。

江宜樺說，依據相關法令及大法官解釋，國家僅在為確保國家安全及維護社會秩序所必要，在符合法定的實體及程序要件的情形下，始核發通訊監察書，對人民的秘密通訊為監察，絕對不容許非法監聽，即使是合法監聽，也須符合比例原則，不得浮濫監聽。

江宜樺強調，目前國人對於檢察官執行通訊監察業務，普遍存有疑慮，政府有責任進一步檢討現行制度。

另外，電價與台電改革問題備受各界關注，江宜樺也在施政報告表示，台電的經營改善以5年505億元為目標，未來將推動電業自由化，修正《電業法》，開放民間自由買賣，逐步使台電不再負有政策補助的負擔。

江宜樺還說，今年10月1日實施的第二階段電價調整，原為去年5月所提「電價合理化方案」的第二階段應調整部分，此調整已比原規劃漲幅小，目的在照顧民生及弱勢，並將整個衝擊層面降到最低。

江宜樺表示，為防杜社會因預期心理，或人為炒作造成物價短期波動，行政院穩定物價小組已密切監控，並採取適當作為。

宏達電（2498）今天晚間在高雄發表新機，天團五月天也到場站台，宏達電中國區總裁暨北亞區總經理董俊良表示，HTC One max是宏達電首款平板手機（phablet），力拼在台灣平板手機市占率達50%。

董俊良指出，迎戰4G時代來臨，消費者有更多更影片、聽音樂等影音服務需求，One Max是LTE手機，將讓宏達電在4G時代大展身手。過去市場上的平板手機一家獨大，現在消費者將有新的選擇，因此One max推出後，將力拼台灣平板手機50%市占率。

董俊良強調，3G時代的手機有往高端低價方向走，但4G時代，則可望走向高端大螢幕手機，宏達電過去在大尺寸的平板式手機缺乏產品，One max將會是新的推力。
